Building Practical Finance Solutions for 30×30

The 2025 Conservation Finance Bootcamp, organized by the HAC Secretariat in collaboration with key partners, offered a focused deep dive into financing Target 3 of the Global Biodiversity Framework. Designed to equip HAC members and partners with practical tools and applied knowledge, the Bootcamp supported countries in developing credible, durable finance strategies to achieve 30×30.

The program combined open, virtual live sessions, accessible to all participants, with a small-cohort Deep Dive track tailored for HAC country professionals. The Deep Dive track provided hands-on engagement with experts and included a certificate upon completion.

By the end of the Bootcamp, participants were able to:

  • Understand global frameworks and guidance on sustainable finance for Target 3
  • Recognize key finance instruments and approaches that support protected and conserved areas
  • Analyze country experiences, challenges, and enabling conditions
  • Identify barriers to implementation and strategies to overcome them
  • Apply practical tools within their national or local contexts

With contributions from partners including IUCN WCPA, Conservation Finance Alliance, Conservation Strategy Fund, the Sustainable Finance Coalition, and BIOFIN, the Bootcamp connected global guidance with country-level application, advancing real tools, real solutions, and real impact for 30×30.

Session 1 | Sustainable Finance for Target 3


Held on October 2, 2025, Session 1 opened with framing remarks from the CBD Secretariat and IUCN WCPA, situating sustainable finance within the broader implementation architecture of the Global Biodiversity Framework. Country case studies from Costa Rica and the Netherlands illustrated practical approaches to financing protected and conserved areas. Facilitated breakout discussions (EN, FR, ES), led by CFA, CSF, and SFC, provided participants with space to exchange lessons learned, discuss national challenges, and explore opportunities for collaboration across regions.

Session 2 | From Questions to Solutions – Dialogue on Sustainable Finance

Held on November 6, 2025, Session 2 shifted toward applied problem-solving. The session featured expert presentations focused on practical finance solutions, followed by a country presentation from Kazakhstan. A facilitated Q&A allowed participants to engage directly with speakers, unpack implementation barriers, and identify actionable next steps.
